RSL

Our Proposal has received unanimous support from the Tasmanian RSL board.

Our proposal has no negative impact on any of the culturally significant sightlines to and from the Cenotaph. It also has no adverse shadowing effects on the Cenotaph for the dawn service.

Stadia Precint, Mac Point 2.0, sight lines

Hobart City Council (HCC)

Our Proposal has received unanimous support from the councillors of Hobart City Council (HCC).

SPC has obtained an in-principal agreement from HCC that it will, subject to statutory processes, transfer all the HCC-owned land that is required for our AFL Standard Stadium and urban renewal project. This is the culmination of long-established relationships and 12 months of focused stakeholder engagement.


Royal Hobart Regatta Association

Our proposal has received support from the Royal Hobart Regatta Association.

Our proposal does not adversely impact the Regatta Association, in fact, it includes facilities that ensure the continued longevity of the 186-year-old culturally significant event that is otherwise in danger of being unceremoniously ended.

Stadium Cost

Our proposal includes capped capital cost to the Stadium supported by independently verified cost estimates.

SPC has obtained independent high-level costing estimates/ targets from reputable quantity surveyors and civil contractors that indicate the cost of the site preparation and Stadium align with the Government’s target budget for the Stadium. 

Under no circumstance will the State be exposed to any financial obligation outside the scope of the Stadium.

Funding

Financial Backing: Capella Capital

Our proposal is supported and backed by the major Capital and Infrastructure team Capella Capital.

Capella Capital is a market-leading infrastructure developer, equity investor, financial adviser, and asset manager in the infrastructure and Public-Private Partnership sector.

Capella has won over $32 billion in privately financed infrastructure projects over the last fifteen years and is consistently providing innovative solutions for multiple successful consortiums and clients.

Private Investment

Private investment provides opportunities to reduce the cost of the Stadium for the State.

Other projects within the Precinct (delivered as ‘Commercial Developments’) will be delivered by the private sector and will not require any financial support from the State. These projects are delivered separately and will provide a land payment that will improve the overall financial position of the State.  

The mixed-use Precinct will deliver considerable economic benefits through more construction jobs, local buying opportunities and long-term jobs across the various Precinct activities. 

Feasibility

Technical Feasibility

Our Proposal includes independent verification of the technical ability to reclaim the land for the Stadium.

SPC has had the technical feasibility of the land reclamation process independently verified by Hazel Brothers. Detailed assessments of SPC’s conceptual design in relation to the proposed works have been undertaken over a 12-month period and have included reviews of the proposed site’s geotechnical characteristics, proximity to high-value assets, disruption to traffic, material suitability for fill, environmental management strategies and finally a detailed costing plan.

The cost of the reclamation process included in our submission has been verified by Hazell Brothers and Quantity Surveyors Slattery Australia.

Environmental Impact

SPC has undertaken field surveys and an environmental impact assessment and is proactively engaging with the Commonwealth reporting process.

Marine Solutions was commissioned by SPC to undertake field surveys and an environmental impact assessment at the site of a proposed land reclamation and community precinct development at the Queens Domain, Derwent Estuary in Hobart. This work is intended to provide an initial environmental assessment across the proposed site and provide SPC with information to inform initial planning and assessment discussions with regulators.

The field surveys found no spotted Handfish and that the development poses minimal risk to threatened and vulnerable marine mammals, turtles, fish and elasmobranchs and/or marine communities identified in protected matters and threatened species assessments.

Climate Change

The lowest point of our precinct is above the 2100 predicted sea level rise.

The 2100 predicted sea level rise with a 500 mm freeboard requires the lowest floor level to be at RL3.5m, meaning the lowest point of the precinct needs to be 3.5m above current sea levels. The lowest point of our precinct is RL4m.

Our Proposal has no adverse shadow impact on the Cenotaph for Anzac Day.

The shadow diagrams below have been prepared using the Sun Path feature standard to the commonly used Revit Autodesk 2023.1 software.
